Step 2. Who Ended Up with the Money?

What each official received from Previti, his companies, or the groups and campaigns above, and what those groups spent on their own to support them.

Read the two steps separately. Political committees pool their money. Filings do not show which dollars a group passed on, so Step 1 and Step 2 cannot be joined into an amount of any one company's money reaching any official. The groups also had many other givers, who are not tied to Previti by being listed. “From other groups and campaigns” includes second-step gifts from other candidates' campaigns that had received money from a Previti-funded group.

Each official's page lists the sources for their row, and the details follow below.

Where it starts. James L. Previti and his companies: buildingFH II Homebuilders / FH II, LLC (Previti's homebuilding company) and Industrial Integrity Solutions (Previti's marijuana (cannabis) company). Source: [S-020], plus the campaign filings on each page.

The routes. The records show four ways the money reached officials:

Political committees pool their money. Filings do not show which dollars a committee passed on to any candidate. Being listed next to other donors does not connect anyone to Previti.

Who it reached.

Each official's page shows the sources for their row. These records raise questions worth asking; they are not a claim of wrongdoing.

Armendarez campaign
Armendarez for Supervisor (a county supervisor candidate's campaign). It received money from the Coalition for Better Government (a political committee) and gave to Rancho Cucamonga officials. [S-200, S-311]

Icon key. The leaf marks Industrial Integrity Solutions (Previti's marijuana (cannabis) company), the marijuana (cannabis) businesses named in permit and license records, and money that a filing reports as given by Industrial Integrity Solutions or filed under its name [S-020, S-103]. buildingThe building marks Previti's other companies. An asterisk (*) marks money paid by a group after it reported receiving Industrial Integrity Solutions money. That shows timing only: committee funds are pooled, and filings do not show which dollars were passed on.

Method note

Sources. All sources are public records: Cal-Access (California Secretary of State), local NetFile filings, Fair Political Practices Commission (FPPC) campaign forms (Form 460 regular campaign reports, Form 461 major-donor reports, Form 496 independent spending reports, Form 497 late-contribution reports), Secretary of State Form 409, IRS Form 990-PF, California Department of Cannabis Control license records, and the 2019 Pasadena commercial cannabis permit application. Company websites are used only where marked secondary. Each figure carries a source number, such as [S-020], that points to the record on the Evidence page.

As reported by the filers. Campaign filings are shown as reported by the people and committees who filed them. Filers may amend their reports, and amendments can change figures. Most Industrial Integrity Solutions (Previti's marijuana (cannabis) company) gifts also appear on Previti's combined major-donor reports; they are the same dollars and are counted once.
