Why look closer
The SB County GOP (San Bernardino County Republican Party) accepted $183,000 from Industrial Integrity Solutions, James L. Previti's marijuana (cannabis) company [S-242, S-020], and gave money to Rancho Cucamonga officials [S-240, S-241]. So it makes sense to look more closely at how the party has handled money coming in and going out while Chairman Phil Cothran Sr. has led it.
This page covers January 22, 2021 through October 28, 2026, as reported in public campaign filings retrieved 10/29/2026. For the Previti payments and the officials, see the SB County GOP (San Bernardino County Republican Party) page.
Leadership
- The party's website lists Chairman Phil Cothran Sr. and Treasurer Robert Rego [S-312].
- According to the SB County Sentinel, committee members “elevated Fontana businessman Phil Cothran to the chairmanship of the central committee, replacing Jan Leja,” in an article dated January 22, 2021 [S-313]. No official filing we found states the Chairman's title or start date.
- Robert Rego is listed as treasurer on the party's campaign reports [S-244].
- Phil Cothran Sr. (the Chairman) is a different person from Fontana Councilman Phil Cothran Jr., whom the SB County Sentinel describes as his son [S-313]. The party reported five gifts and mailers for Phil Cothran Jr.'s campaign, totaling $12,796.05 [S-240, S-241].

* "Money out" here means gifts and spending for candidates and committees. It does not include the party's operating costs (staff, consultants, office) or transfers between the party's own accounts, in any year. For 2021, the filings show operating costs and internal transfers but no gifts to candidates or committees [S-240, S-241, S-314], so 2021 has no money-out rows.

Questions for the Party's Leadership
Each question is based on a public record, linked. They are questions, not findings of wrongdoing.
For the Chairman, Phil Cothran Sr.
- Under your leadership, the party reported accepting $183,000 in 2026 from Industrial Integrity Solutions (Previti's marijuana (cannabis) company). Were the party's board and members told about this money before or after it was accepted, and did they vote on it? [S-242, S-282, S-283, S-312, S-313]
- Since January 2021, the party reported $418,000 from Previti companies: $183,000 from Industrial Integrity Solutions (Previti's marijuana (cannabis) company) and $235,000 from FH II Homebuilders (Previti's homebuilding company). What process does the party use to review large donations like these? [S-242, S-313]
- Ten days after the first money from Industrial Integrity Solutions (Previti's marijuana (cannabis) company) arrived on 5/8/2026, the party reported giving $35,000 to Rancho Cucamonga Councilman Ryan Hutchison's county campaign (it had also reported $50,000 to that campaign on 5/1/2026, before that money arrived), and later gave to Lynne Kennedy and Kristine Scott. The filings show timing only. How does the party decide which candidates receive its pooled money? [S-242, S-240, S-241]
- The SB County Sentinel describes Fontana Councilman Phil Cothran Jr. as your son. The party reported $12,796.05 in gifts and mailers for his campaign. How does the party handle decisions involving a leader's family member? [S-313, S-240, S-241]
For the Treasurer, Robert Rego
- You are listed as treasurer on the party's campaign reports that disclosed the $183,000 from Industrial Integrity Solutions (Previti's marijuana (cannabis) company). What do party members receive from the treasurer about who is funding the party? [S-244, S-242]
- You are also listed as treasurer of Leticia Castillo's 2026 Assembly campaign (her campaign committee), which received $70,000 from the party on 10/1/2026. How do you handle being treasurer for both the giver and the receiver of that money? [S-315, S-244, S-240]
Ask them. Before you vote.
