James L. Previti was listed as President/CEO of Frontier Enterprises (his development company) on campaign filings [S-205, S-208]. Campaign filings show his money reaching political groups personally and through companies on the Previti chart, including Industrial Integrity Solutions (IIS), his marijuana (cannabis) business. The Who's who box below explains each company and group in plain words.

Who's who

A political committee (or PAC) is a group that collects money from donors and gives it to candidates or spends it on ads and mailers. It must report its money in public filings.

How IIS money reached Rancho Cucamonga officials

IIS did not give directly to these officials. It gave to three political groups; those groups (or groups they funded) later gave to or spent for the officials. Because each group pools money from many donors, this shows timing, not which dollars were passed on.

Flow from Industrial Integrity Solutions through three routes to four Rancho Cucamonga officials Industrial IntegritySolutions LLC(Previti marijuana co.)$717,200 total SB County GOP(County Republican Party)$83,000 (5/8/2026)$100,000 (9/8/2026) Coalition for Better Govt.$20,000 (9/27/2022)→ Armendarez $5,500 Cttee. for Ethical Govt.$23,250 (4/26/2022)→ Cttee. for Effective Govt. $4,666 Kennedy* $62,375 Hutchison* $56,777 Scott* $9,870 Stickler* $500 Michael: none
Solid lines: reported as given by IIS. Dashed lines and *: later money from those groups, given or spent after IIS money arrived (timing only, not traceable IIS dollars). Totals: $129,522. Sources: [S-282, S-283, S-311, S-240, S-241]
What these figures can and can't show. Committee funds are pooled, and filings do not show which dollars were passed on. The exact amount of marijuana money that reached any candidate can't be determined. The groups named here also had many other givers, who are not tied to Previti by being listed.

Rich Munkvold: how he's connected

Richard “Rich” Munkvold (listed CFO of Previti's companies) appears in public records as the chief financial officer of several James L. Previti companies, as an officer of the John P. Previti Memorial Foundation, and as the person signing for Previti's political giving company in 2024.

Why this matters. A CFO (chief financial officer) is the executive who runs a company's money. When the same person holds that job across a homebuilding and development business, a marijuana (cannabis) company and a political giving company, it raises a fair question: how closely are these companies run together? Each role below is exactly as written on the dated record. A role is a job title, not a description of conduct.

What the records don't show

Questions worth asking: who decides where these companies' political money goes, and does the same finance team handle the homebuilding, marijuana and political-giving companies? The records list the titles; they do not answer those questions. Full Munkvold report (PDF)

Statements for voters

  1. Previti's companies include a marijuana (cannabis) business, Industrial Integrity Solutions. That money is now part of Rancho Cucamonga's elections. Is this the money residents want funding their city?
  2. Previti could give to these candidates directly. Instead, the marijuana money went to other groups first and reached the candidates from there, sometimes two steps removed, which makes it far harder for voters to trace.

Ask them. Before you vote.
