Sec. 4 - Chapter 8.52 (Cannabis Prohibitions and Regulations), Sec. 8.52.020(A):
"Commercial cannabis activity, whether or not for profit, is prohibited in the city. No person shall establish, operate, maintain, conduct, allow, or engage in commercial cannabis activity anywhere within the City."
("Commercial cannabis activity" is defined to include the ... delivery or sale of cannabis.)

Sec. 8 - Chapter 17.94 (Commercial Cannabis Uses and Cultivation), Sec. 17.94.020(A):
"Commercial cannabis uses are expressly prohibited in all zoning districts, overlay districts and special planning areas in the City. ... The City shall not approve any application for a business license, building permit, conditional use permit, variance, or any other entitlement authorizing the establishment ... of any commercial cannabis use."
